FCBL RULES AND REGULATIONS
1.0 TEAMS
1.1 A Team will consist of 40 roster spots
1.1.1 An Active Team Roster will
consist of 25 players the remaining 15 will be designated to the "minors"
1.1.2 Only 25 total pitchers can be on
a team as this is a hard limit of the game
1.1.3 To be eligeble to play a player
must have had 50 AB or 25 IP in the current season
1.2 Each manager will select a MLB Team to represent and will
inherit the ballpark effect for that park.
1.2.1 Managers may move a team to any
MLB Team/City that is not currently occupied by an existing team.
1.3 Expansion
1.3.1 Should an expansion occur all
teams will protect any 10 players on theri roster and the rest will be made
available for an "Expansion Draft". The Expansion Draft order will be
determined by even lottery and will be serpentine. (Team with first pick
in found 1 will have last pick in rond 2 first pick in round 3 and so on).
Once a player is taken from an existing team that team will then protect 3
additional playrs. This will continue till all players have been taken or
protected.
1.4 Contraction
1.4.1 Should we have issues with
manager participation and contraction deem best for the league it will be done
in the off season and all players on those rosters will be made available in the
next rookie draft.
2.0 DIVISIONS
2.1 Divisions have been set forth and will remain for all time
to ensure rivalries. Moving to a new Team/City does not affect your
division. Expansion Teams are added to divisions by luck of the draw.
Divisions are as follows:
East
Central
Midwest
West
3.0 DRAFT
3.1 Each March a rookie draft is held
with all teams involved.
3.1.1 The order of the rookie draft is
determined by lottery by team record the previous year and weill be weighted by
record. Names will be pulled from a hat, bowl, bra or whatever else we can
find to hold them. The 8 worst teams will be chosen first by final record.
The worst team will have 8 chances second worst 7 and so forth. The
remaining teams will be drawn in a duplicate lottery to finish out the order.
3.2 Draft Eligibility - In order to be
drafted a player musthave appeared in a MLB game prior to the draft.
4.0 SEASON
4.1 The FCBL Season will follow the
same dates as the MLB Season.
4.1.1 Opening Day will be held at
Commissioner Nolands house where we will watch game on TV and play games in
person. Only exception would be if we attended the Reds home opener.
4.2.1 The Trade Deadline will be the
same as the trade deadline for MLB at midnight
5.0 TRADES
5.1 Any two or more managers may enter
into a trade as long as both parties agree to terms. Once an agreement has
been made only on person need to repor the trade to the league office (Nolands
Email). Once a deal has been announced should one member of the trade
party disagree on the terms, a memo is to be filed immediatly with the league
office while the parties work out the defericnes. If a resoulution can not
be reached theor the parties involved then another manager will be assigne to
mediate and will ahve final say in deal. This may result in the deal being
dialowed and all players and picks returning. We expect managers to
act in good faith with reguards to trades.
5.1.1 Should a trade result in your roster going over the 40
spot limit the league office will not accept the deal untill approproatie cuts
have been made.
5.1.2 Items available for trade include

Draft Picks
Rights to Team\City
6.0 FREE AGENTS
6.1 Any player having "Free Agent"
Status can be picked up on your roster following the rookie draft but not later
than one week following the trade deadline.
6.2 When picking up a free agent you
must make cut if needed.
